Jeremy Klemanski brings to Gateway Foundation his understanding of addiction and mental health services and his passion for building access to quality programs, with more than 27 years of frontline behavioral health experience.
Most recently, Jeremy served as Chief Executive Officer of Helio Health and The Helio Health Foundation in Syracuse, New York. Through his skilled management, Klemanski accelerated new business expansion, growing Helio Health 1300% and expanding into several cities, including Binghamton, Rochester, Utica, Johnstown and Syracuse, furthering the organization’s reach and reputation. He also created several new programs, founded the Helio Health training institute, and led multiple non-profit corporate mergers.
Jeremy graduated from the State University of New York Polytechnic Institute with a Bachelor of Science degree, and from Syracuse University with a Master of Business Administration degree.
Gregg Dockins serves as the President of Operations, overseeing all operational functions of Gateway’s Community and Corrections Services divisions nationwide.
Hired in April of 2000, Mr. Dockins began his service to our mission when he was hired as the program director of Gateway’s community-based facility in Dallas. He managed the Dallas program for five years before moving to Illinois in 2005 to direct the Sheridan Correctional Center Therapeutic Community (Illinois Department of Corrections).
Following that assignment, he was asked to lead the growth and expansion of correctional treatment services across the nation, and was ultimately promoted to lead all Corrections Division operations in 2013. Gregg has co-authored manuals on chemical dependency counselor training, is a contributing author on two college textbooks and worked as the principal author of the Sheridan Correctional Center Integrated Standard Operating Procedure Manual for the Illinois Department of Corrections. Gregg remains committed to personal and professional advocacy aimed at advancing the field of substance use disorder treatment, both within community settings and with criminal justice-involved populations.
Gregg holds a bachelor’s degree in psychology from Wayland Baptist University and completed graduate coursework in sociology at the University of Texas-Arlington. He is a Certified Criminal Justice Addictions Professional (CCJP) and has been a licensed substance abuse counselor (Texas: LCDC) since 1991.
Tomas Del Rio has more than 25 years of financial leadership experience in both for-profit and nonprofit healthcare settings. As chief financial officer of Gateway and its affiliates, he is a key stakeholder in helping to develop the strategy and the business structure to support the mission and vision of the organization.
Prior to joining Gateway, he was the chief financial officer for Acacia Network, a New York-based nonprofit organization that provides healthcare, housing, education, economic development and other support services in the New York, Florida and Puerto Rico markets. During his career he has also dedicated time to community service through his role as treasurer of the board of Amida Care, a nonprofit managed care company serving HIV/AIDS, mentally ill and homeless populations in the five boroughs of New York City.
Tomas graduated cum laude with a bachelor’s of business administration degree in accounting from the University of Puerto Rico and is a member of the Healthcare Financial Management Association.
Dr. Roueen Rafeyan brings over 20 years of specialized experience to Gateway, having served as a medical director for psychiatric and substance use programs at leading Illinois healthcare institutions including Rush, Michael Reese, Resurrection and Presence Behavioral Health.
As chief medical officer, Dr. Rafeyan is responsible for continuously advancing Gateway’s wide array of services; upholding medical protocols, policies and procedures; as well as working closely with Gateway’s team of experienced physicians and clinicians to deliver comprehensive high-quality addiction, psychiatric and medical treatment as needed for each patient.
In addition to Dr. Rafeyan’s extensive medical experience, he is also a diplomate of the American Board of Psychiatry and Neurology and the American Society of Addiction Medicine. He is currently on the faculty at Northwestern University and an active member of the American Medical Association, American Psychiatry Association, Illinois Psychiatric Society and Illinois State Medical Society.
Robert Miller joined Gateway Foundation in 2023 bringing 25 years of healthcare marketing experience from start-ups to Fortune 200 global healthcare companies. Robert has a passion for building brands and growing companies via strategy and execution. Most recently, he served as Chief Marketing Officer at a digital-first start-up telehealth company where he led branding and marketing efforts for primary care and chronic care services including mental health care.
Robert earned an M.B.A. from the Kellogg Graduate School of Management at Northwestern University and completed his undergraduate degree at the University of Wisconsin, Madison.
Deborah G. Solmor is the former General Counsel & Corporate Secretary at TCS Education System, a nonprofit system of colleges and universities advancing student success and community impact in higher education. During her five-year tenure, Deborah led the legal and compliance functions within this innovative model that focuses on supporting institutions whose missions are to provide student enrichment and community impact.
Prior to joining TCS, she served as Vice President, Deputy General Counsel, Litigation and Chief Compliance Officer at Perdoceo Education Corporation, a publicly traded provider of post-secondary education. Prior to moving in-house, she spent many years as Counsel in the Chicago office of Skadden, Arps, Slate, Meagher & Flom LLP where her practice focused on complex commercial and consumer litigation.
In 2019, Deborah founded Ready Set GC, a program designed to impact the success of women in their first three years of a general counsel role by brining women together for small one day programs designed to share content and create community and connections between new women GCs and experienced GCs and other business leaders. Deborah is a member of the Women’s General Counsel Network’s Advisory Council and the past co-chair of the In-House Counsel Committee of the Women’s Bar Association of Illinois (2014-2022). She is also a volunteer coach for Girls on the Run-Chicago, an organization that inspires young girls to build confidence and other important life skills through dynamic, interactive lessons and physical activity.
Deborah is a CCEP certified compliance professional and is often invited to speak on topics including best practices in regulatory and internal investigations as well as issues related to compliance and marketing in higher education. In 2019 and again in 2021 Deborah was included as a Crain’s Chicago Business Notable General Counsel. She holds a Juris Doctor from the DePaul University College of Law and a Bachelor of Arts in Economics from Northwestern University.
Jim Scarpace brings over 25 years in administration, operations, criminal justice programs and the treatment of mental health and substance use disorders to Gateway Foundation. Recently, he served as the Regional Director of the Behavioral Medicine service line for the Ascension IL Hospital system. Before that, he was with Gateway Foundation for 14 years in Executive Director and Program Director roles.
Jim’s areas of expertise include addiction, trauma, group therapy, crisis intervention, family therapy and advocacy. He is also an assistant professor of Clinical Psychology at Benedictine University and has taught graduate classes in clinical psychology since 2003.
Ave Costa joined Gateway Foundation in January 2024 bringing more than three decades of fundraising experience and expertise. With a passion for fostering connections and building relationships, Ave has a remarkable track record of establishing and nurturing strong partnerships with donors. She recently served in a key fundraising role at Brookfield Zoo Chicago where she raised funds from corporations, foundations, and individuals.
Ave holds a Bachelor of Arts (B.A.) in Public Relations with a Minor in Psychology from Illinois State University.
